According to the St. Paul Pioneer Press, Democrat Rep. Frank Hornstein and Republican Rep. Mark Uglem are working on a bill that would ban the use of cell phones while driving, except for hands-free devices. Hornstein's theory is that more accidents are happening because of distracted driving. And that this law could save lives and prevent injuries.

Minnesota has had a texting while driving ban in place since 2008. All but four other sates have a similar ban. If this bill passes, the Insurance Institute for Highway Safety says Minnesota would join 14 other states and Washington, D.C., that have a "hands free" law.
